CARB-Regulated Off-Road Vehicles

UCLA is required to annually report all self-propelled off-road diesel vehicles with engines rated at 25 horsepower or greater, including:

  • Lawn mowers
  • Tractors
  • Backhoes
  • Vacuum sweepers

To reduce emissions, the regulation requires the phased replacement, retirement, or retrofit of older diesel equipment. 

Regulated vehicles must:

  • Display CARB-required identification labels
  • Comply with CARB idling restrictions
  • Be registered in CARB's Diesel Off-Road Online Reporting System (DOORS)

The LSI Regulation applies to certain off-road vehicles with:

  • Engines rated at 25 horsepower or greater
  • Displacement greater than 1 liter

Examples include:

  • Forklifts (electric Class 1 or 2 rider trucks, or LSI-powered Class 4 or 5 rider trucks)
  • Floor sweepers and scrubbers (electric or LSI-powered)

Although UCLA is not currently subject to LSI fleet requirements, Environmental Compliance reviews vehicle inventories annually to verify continued compliance.

All vehicles’ acquisitions and disposal for UCLA campus are through Fleet & Transit.

Fleet and Transit is required to register all regulated vehicles in CARB’s reporting system within 30-days of being placed into operation.  

 

Department Responsibilities

Provide EH&S with:

  • Vehicle manufacturer, model, year, and serial number
  • Engine manufacturer, model, year, and serial number
  • Vehicle specification sheet

EH&S Responsibilities

  1. Register the vehicle in CARB's DOORS system.
  2. Obtain an Equipment Identification Number (EIN).
  3. Provide the EIN and CARB labeling requirements to the department.

Vehicle Labeling

  1. The department coordinates with the UCLA Sign Shop (or equivalent) to produce and install the required CARB labels.

Department Responsibilities

Provide EH&S with:

  • Vehicle manufacturer, model, year, and serial number
  • Engine manufacturer, model, year, and serial number
  • Fuel type (gasoline, propane, or compressed natural gas)
  • Vehicle specification sheet

EH&S Responsibilities

  1. Determine whether the vehicle is subject to CARB registration requirements.
  2. Register the vehicle, if required.
  3. Obtain and provide the Equipment Identification Number (EIN) and labeling instructions.

Vehicle Labeling

The department coordinates with the UCLA Sign Shop (or equivalent) to produce and install any required CARB labels.
