The California Air Resources Board (CARB) regulates mobile emission sources for certain UCLA vehicles.
Under the Off-Road Diesel-Fueled Fleets Regulation (Off-Road Regulation), UCLA reports inventory annually of all self-propelled off-road diesel vehicles 25 horsepower and greater. These include:
- Lawn mowers
- Tractors
- Backhoes
- Vacuum sweepers
In order to economically and feasibly reduce criteria pollutants, the Off-Road Regulation requires replacement, retirement, and/or retrofit of older vehicles in a phased approach. Vehicles subject to the Off-Road Regulation require special CARB labeling and are subject to idling limits.
Under the Large-Spark Ignition (LSI) Regulation, facilities are required to report off-road large spark-ignition vehicles with 25 or more horsepower and greater than 1-liter displacement. These include:
- Forklifts (electric Class 1 or 2 rider truck or LSI engine-powered Class 4 or 5 rider truck)
- Sweepers/scrubbers (electric or LSI industrial floor cleaning equipment)
While UCLA is not currently subject to CARB’s LSI regulation, Environmental Compliance annually assesses vehicle inventory to ensure continued UCLA compliance.
EH&S should be notified as soon as possible when new and/or replacement vehicle purchases that may fall under these regulations are planned, and when vehicles are retired.
All regulated vehicles are required to be registered through CARB’s Diesel Off-Road Online Reporting System (DOORS) within 30-days of operation.
