Air Quality Permitting at UCLA
UCLA complies with Title V of the Clean Air Act, reporting emissions annually and undergoing inspections by the South Coast Air Quality Management District (SCAQMD). Our EH&S - Environmental Compliance Team manages this process by coordinating data collection and ensuring regulatory adherence across campus.
- Liaison with External Regulators: acts as the primary point of contact with regulatory agencies to ensure compliance and facilitate inspections or audits for campus.
- Regulatory Adherence & Retention: ensures the institution complies with all applicable regulations and maintains required documentation and records.
- Centralized Inventory Management: oversees a centralized system for tracking hazardous materials and safety-related assets.

Permitting is required for equipment such as:
- Cogeneration turbines
- Diesel generators (< 50 BHP)
- Diesel fire pumps (< 50 BHP)
- Natural gas boilers (< 2 MMBTU)
- Fleet fueling island
- Spray booth (excludes those used sole for educational purpose like art studio work)
Some equipment may be exempt from Title V permitting, but still requires SCAQMD registration:
- Natural gas boilers and process heaters (1–2 MMBTU)
- Negative air machines for asbestos (≥ 15 gallons)
- Char broilers
If your department is purchasing new or replacement equipment, submit:
Air Permitting/Registration Request
All equipment must meet current emissions standards to be permitted, registered, and installed.
Permit approvals from SCAQMD typically take 3–6 months, while registrations may take 1–2 months.
Submit a request to determine if you need a permit:
- EH&S reviews the equipment specifications.
- EH&S prepares and submits the permit application to SCAQMD.
- SCAQMD reviews and may request additional information.
- EH&S works with SCAQMD to resolve any questions.
- SCAQMD issues a Permit to Construct/Operate, allowing installation to begin.
For equipment that is permit exempt
- EH&S prepares and submits the registration application.
- SCAQMD issues an approval letter with operating parameters.
- Conduct regular equipment inspections and maintenance.
- Use low-emission or alternative fuels when possible.
- Train staff on proper chemical handling and emissions control.
- Collaborate with EH&S and sustainability teams for integrated compliance

Invoices for permit renewals are sent to the mailing address on the permit.
Failure to pay leads to cancellation which triggers new regulation complaince
