What is an HMBP?
The HMBP is a comprehensive document required by California law for facilities that handle hazardous materials in quantities at or above specific thresholds.
Purpose
- To inform emergency responders about hazardous materials stored on-site.
- To minimize harm from accidental releases.
- To comply with federal and state Community Right-to-Know laws.
EH&S manages and submits HMBP conducting audit of facilities to ensure compliance.
An HMBP is submitted for facilities that handle an aggregate storage of:
- ≥ 55 gallons of a liquid
- ≥ 500 pounds of a solid
- ≥ 200 cubic feet of compressed gas
Key Components
- Facility Information – Business activities, owner/operator details, emergency contacts.
- Hazardous Materials Inventory – Type, quantity, location, and risks of materials.
- Site Map – Includes loading areas, emergency shutoffs, evacuation zones, and storage areas.
- Emergency Response Plan – Procedures for spills, leaks, and other incidents.
- Employee Training Plan – Safety training for new and existing staff.

EH&S provides HMBP preparation and submission services as a premium service for off campus locations.
EH&S management, annual reporting, and oversight of HMBPs is a core service for buildings on campus.
- Non Core Service Consultation Fees $118.05/hr.
