UCLA is subject to Title V of the Clean Air Act, a federal air quality permitting program. The South Coast Air Quality Management District (SCAQMD) oversees campus emissions. UCLA reports criteria and toxic air contaminant emissions each year via Annual Emissions Reporting and is subject to an annual equipment inspection by SCAQMD. Environmental Compliance compiles information from various campus departments once a year for reporting purposes.
Equipment under UCLA’s Title V permit includes:
• Cogeneration turbines
• Diesel generators (< 50 BHP)
• Diesel fire pumps (< 50 BHP)
• Natural gas boilers (< 2 MMBTU)
• Fleet fueling island
• Spray booth
Some equipment is exempt from Title V permitting, but may still require a SCAQMD registration. These include:
• Natural gas boilers and process heaters (between 1-2 MMBTU)
• Negative air machines for asbestos (≥ 15 gallons)
• Charbroilers
EH&S manages all on-campus Title V permits and registrations and should be notified as soon as possible when new and/or replacement equipment purchases are planned. Equipment must meet current emissions requirements in order to be permitted, registered, and installed. Following application submission, SCAQMD permit approval can take 3-6 months and registration approval can take 1-2 months.
Air Permitting Process for equipment such as internal combustion engines, emergency generators, boilers, etc.
• Contact EH&S to determine if a permit is necessary.
• EH&S performs regulatory review of source specifications.
• EH&S prepares permit application package.
• EH&S will submit permit application package to SCAQMD.
• SCAQMD review and comment period.
• EH&S will work with the SCAQMD to answer any remaining questions on proposed sources.
• AQMD issues a Permit to Construct/Operate which allows construction and/or installation of source to commence.
Air Registration Process for permit-exempt equipment such as boilers, negative air machines, and charbroilers
• Contact EH&S to determine if a registration is necessary.
• Requesting department provides:
- Manufacturer
- Model
- Serial number
- As applicable, heat rating, fuel type, control type, vacuum type, capacity
• EH&S prepares registration application and submits to SCAQMD.
• AQMD issues an approval letter and operating parameters.

Diesel Off-Road and Large-Spark Ignition registration
The California Air Resources Board (CARB) regulates mobile emission sources for certain UCLA vehicles.
Under the Off-Road Diesel-Fueled Fleets Regulation (Off-Road Regulation), UCLA reports inventory annually of all self-propelled off-road diesel vehicles 25 horsepower and greater. These include:
• Lawn mowers
• Tractors
• Backhoes
• Vacuum sweepers
In order to economically and feasibly reduce criteria pollutants, the Off-Road Regulation requires replacement, retirement, and/or retrofit of older vehicles in a phased approach.
Vehicles subject to the Off-Road Regulation require special CARB labeling and are subject to idling limits.
Under the Large-Spark Ignition (LSI) Regulation, facilities are required to report off-road large spark-ignition vehicles with 25 or more horsepower and greater than 1-liter displacement. These include:
• Forklifts (electric Class 1 or 2 rider truck or LSI engine-powered Class 4 or 5 rider truck)
• Sweepers/scrubbers (electric or LSI industrial floor cleaning equipment)
While UCLA is not currently subject to CARB’s LSI regulation, Environmental Compliance annually assesses vehicle inventory to ensure continued UCLA compliance.
EH&S should be notified as soon as possible when new and/or replacement vehicle purchases that may fall under these regulations are planned, and when vehicles are retired.
All regulated vehicles are required to be registered through CARB’s Diesel Off-Road Online Reporting System (DOORS) within 30-days of operation.
Registering A New Diesel Off-Road Vehicle:
1. The requesting department provides EH&S the following information:
• Vehicle manufacturer, model, model year, serial number
• Engine manufacturer, model, model year, serial number
• Vehicle specifications sheet
2. EH&S registers the vehicle in the State system. The system generates an Equipment Identification Number (EIN).
3. EH&S provides the EIN to the requesting department along with CARB-mandated labeling instructions.
4. The requesting department works with the UCLA Sign Shop (or equivalent) to produce and affix the labels to the new equipment.
Reporting a New Large-Spark Ignition (LSI) Vehicle:
1. The reporting department provides EH&S the following information:
• Vehicle manufacturer, model, model year, serial number
• Engine manufacturer, model, model year, serial number
• Type of fuel (gasoline, propane, CNG fuel)
• Vehicle specifications sheet
2. EH&S determines if the vehicle requires registration in the State system. If so, EH&S registers the vehicle in the State system. The system generates an Equipment Identification Number (EIN).
3. EH&S provides the EIN to the reporting department along with CARB-mandated labeling instructions.
4. The requesting department works with the UCLA Sign Shop (or equivalent) to produce and affix the labels to the new equipment.

Large Spark Ignition (LSI) Regulation
Refrigerants used in freezers, refrigerators, and air conditioners contribute to ozone depletion and global warming when released into the atmosphere. Because of this, the management of refrigerant gas is regulated at state and federal levels.
The South Coast Air Quality Management District (SCAQMD) requires UCLA to report biennially our inventory of stationary air conditioning systems, audit dates, and refrigerant use for all units with a refrigerant capacity greater than 50 pounds.
Environmental Compliance compiles information from various campus departments once every two years for reporting purposes.
EH&S must be notified as soon as possible when new and/or replacement comfort cooling units are planned so that the unit can be registered with SCAQMD.
Reporting a New Comfort Cooling System ( > 50 lbs charge only)
1. The reporting department provides EH&S with the following information:
• Location of new unit
• Manufacturer
• Model
• Serial Number
• Refrigerant Type
• Storage Capacity (lbs)
2. EH&S registers the unit in the SCAQMD system.
3. Once a year, EH&S will contact the reporting department to request audit dates and refrigerant use for the unit for SCAQMD reporting purposes.

Because of its high global warming potential, the California Air Resources Board (CARB) passed a regulation to reduce sulfur hexafluoride (SF6) gas emissions by placing a ban on the sale, use, and release of SF6. Title 17, section 95341 of the California Code of Regulations (17 CCR 95341) lists exemptions to the regulation. Current processes at UCLA that are statutorily exempt from the SF6 regulation include:
• Use in etching (section 95341(a)(2))
• Use as a dielectric medium ((a)(3))
• Use as an arc quenching medium ((a)(4))
While not applicable for the above processes, several other exemptions exist that require users to keep records showing the annual quantity of SF6 purchased and used, and require an annual report to CARB.
Despite exemptions, UCLA is committed to optimizing and reducing SF6 use where feasible. Environmental Compliance annually assesses exempted inventory to ensure UCLA’s continued compliance.
If your research requires SF6, EH&S must be notified to determine if your use qualifies for an exemption, and whether record keeping and annual reporting is required.
