The UCLA Hazardous Waste Program offers premium support services to handle and dispose of potentially hazardous materials.
Key campus departments that benefit from these services include Capital Programs, Facilities Management, Housing and Hospitality, and Asset Management.
EH&S Services
- UCLA holds several EPA ID numbers for sites that routinely handle hazardous waste.
- Sites not regularly handling hazardous waste may request a temporary EPA ID, valid for 90 days.
- For construction or project-related activities, the type and timing of EPA ID requests depend on the waste generated and disposal plans.
- Only EH&S is authorized to execute permits on behalf of UCLA
EH&S must review draft shipping documents (waste profiles, manifests) before transport to prevent issues or rejection at the disposal facility.
- Obtain an EPA ID for waste transport/disposal from EH&S.
- EH&S will assist with manifest verification and provide onsite support, but the hazardous waste disposal company is responsible for manifesting.
- Submit all draft documents to EH&S for final review and approval before coordinating with the transporter. Documents with discrepancies will be returned for correction. EH&S cannot sign manifests or profiles until they are accurate.
- Allow up to 7 business days for review, excluding university holidays.

EH&S services associated with construction activities are not core services of the Hazardous Waste Program. Activities such as EPA ID generation, specification reviews and modifications, shipping document review and approval, and manifest signoff incur a cost to the project.
An FAU (Full Accounting Unit) is required for these services.

Off Campus Locations & Asset Management
For off-site projects, follow the Hazardous Waste Manifesting Service Request process.
Manifest signing and other off-site services must be scheduled in advance to allow EH&S staff time to travel. If you are a designated Manifest Signer, additional coordination may be required.
To ensure smooth collaboration, please contact EH&S early and allow 6–10 business days for arrangements, depending on your site's distance from campus.

- Identify Hazardous Waste: Project managers and site managers collaborate with Environmental Consulting Services to identify hazardous waste generated from projects. Testing of sample material may be required such as a Toxic Characteristic Leaching Procedure (TCLP) or regulated metals testing.
- Specifications: All potential waste containing hazardous materials and Treatment, Storage, and Disposal Facilities (TSDFs) must be included in section 02 8100 of the "Transportation and Disposal" specification,
- EPA ID and Shipping Documents: Asset Management has designated staff to review and provide onsite support for manifest verification and signature.
- Soil Importation and Exportation: For any activities involving the importation and exportation of soil, Asset Management must contact construction@ehs.ucla.edu.
- Review, Approval, and Manifest Signing: Draft shipping documents must be submitted to the Asset Management contact for final review and approval before coordinating waste transport.

During the pre-construction phase all potential waste containing hazardous materials and its disposal must be identified. This ensures proper identification, handling, and disposal of hazardous materials generated during construction activities.
Check to see you have a pre-construction document such as Construction Specification for Hazardous Materials section 1.1 A of the 02 8100: "Transportation Disposal Specifications" completed.

Project and site managers must work with environmental consulting firms (e.g., Global, Citadel) to identify hazardous waste through:
- Environmental Regulated Materials (ERM) surveys
- Comprehensive hazardous materials surveys
- Sample Material Testing: Testing may be required to determine if materials meet hazardous waste criteria, particularly for Characteristics of Toxicity.
Common tests include:- TCLP (Toxic Characteristic Leaching Procedure)
- WET (Wet Extraction Test)
- Regulated Metals Testing
General Labeling Requirements:
- Accumulation Start Date: the start date of each accumulation period must be clearly marked and visible for inspection on each accumulation container.
- Labeling During Accumulation: during accumulated on site, each generator tank or container must be labeled or clearly marked with the words, “Hazardous Waste".
- Used Oil Labeling: used oil (as defined in HSC section 25250.1,), the container or aboveground tank must be labeled with the words “USED OIL”. See also DTSC’s Used Oil Generator Requirements webpage.
Specific Labeling Requirements for Hazardous Waste Containers and Tanks:
- Each container and portable tank in which hazardous waste is accumulated must be labeled with the following information:
- Composition and Physical State of the waste.
- Hazard Properties: Statements that call attention to the particular hazardous properties of the waste (e.g., flammable, reactive)
- Generator Information:
- Name and address of the generator.

TSDF: Prior to the transport of hazardous waste, it is essential to verify the Treatment, Storage, and Disposal Facilities (TSDFs) and the transporters. It is critical to only use those TSDFs that will accept the specific waste stream.

Uniform Hazardous Waste Manifest
- Hazardous waste is tracked from the point of generation (your site) to its final destination by using manifests.
- Each party in the chain of shipping, including the generator, signs and retains one of the copies, creating a “cradle-to-grave” tracking of the hazardous waste. ID numbers are needed by all parties on the manifest.
Hazardous waste may be stored onsite in containers, tanks, drip pads, or containment buildings.
Below are key requirements for containers and tanks:
Containers:
Comply with 22 CCR division 4.5, chapter 15, article 9 (Use and Management of Containers). Key requirements include:
- Good Condition: must be maintained in good condition.
- Compatibility: must be compatible with the contents.
- Closed Containers: must be kept closed except when adding or removing hazardous waste.
- Rupture and Leak Management: must be managed to prevent ruptures or leaks.
- Weekly Inspections: must be inspected weekly by site.
- Proper Labeling: must be labeled correctly.
Tanks:
Comply with 22 CCR division 4.5, chapter 15, article 10 (Tank Systems Standards), except for sections 66265.197(c) and 66265.200.
Requirements include:
- Daily Inspections: must be inspected daily.
- Proper Labeling: must be properly labeled.
- Design Standards: must be designed to hold hazardous waste without collapsing or leaking.

What is an EPA ID Number?
An EPA ID number is issued by U.S. Environmental Protection Agency (EPA) or Department of Toxic Substance Control (DTSC) for business that generate or handle hazardous waste It's purpose is to track waste from origin to final disposal referred to as "cradle to grave".
UCLA holds several EPA ID numbers for sites that routinely handle hazardous waste.
For locations that do not routinely handle hazardous waste
Sites that do not routinely handle hazardous waste may request a temporary EPA ID number, valid for 90 days. For construction projects, the type and timing of the EPA ID request depends on the waste generated and disposal plans.

Asbestos and Lead
DTSC Managing Asbestos Waste Fact Sheet
Asbestos is a California regulated hazard. Asbestos waste is determined hazardous through testing by a laboratory certified by the California Department of Health Services, Environmental Laboratory Accreditation Program. The lab will determine the percentage of friable asbestos in the material.
All potential waste containing hazardous materials and how they will disposed of must be identified prior to starting a project.
How to package hazardous waste asbestos for transport
- Use sealed, leak-tight, non-returnable containers (i.e. 6-mil thick plastic bags, Cartons, drums, or cans)
- Wet the waste before sealing to prevent fiber release if the container is damaged.
- If placing waste directly into trailers or drop-boxes:
- Line the container with plastic sheeting
- Cover with a tarpIn sealed, leak-tight, non-returnable containers (e.g., plastic bags of at least 6-mil thickness, cartons, drums, or cans) from which the fibers cannot escape. Additionally, you must wet the wastes to prevent fibers from blowing around in the event that the container is broken.
Labeling
- Each package/container must display:
- DANGER contains Asbestos Fibers Avoid Creating Dust Cancer and Lung Disease Hazard.
- If your container capacity is 110 gallons or less label with:
- Hazardous Waste – State and Federal Law Prohibit Improper Disposal. If found, contact the nearest police or public safety authority or the California Department of Toxic Substances Control.

Shipping Documents:
- Testing Results- CA certified laboratory determines the percentage of friable asbestos in material.
- Manifest- shipping- Uniform Hazardous Manifest are used to transport hazardous waste.
- Land Disposal Restrictions (LDR) notifications and certification- is when our staff has handled and packaged friable asbestos waste for disposal and are sending it to a land disposal facility operating within California.

All mastic remover/stripper or material contaminated with mastic remover/stripper shall be packaged separately from asbestos waste. Unless waste analysis performed by a certified laboratory shows the waste to be within Land Disposal Restriction (LDR) limits, the required disposal method is incineration. Presently, the only approved facilities are:
